About ICPP
Founded in 1997, ICPP International Confederation of Plastics Packaging Manufacturers is an international organization of national and regional associations of plastics packaging manufacturers. The association's commitment is to impede the tightening of frame conditions for the international transport of dangerous goods in plastics packagings.

Founded in 1997 upon an initiative of European and American manufacturers of plastics packagings for dangerous goods, ICPP International Confederation of Plastics Packaging Manufacturers is an international organization of national and regional associations of plastics packaging manufacturers.

Tasks and Targets
At present the work of ICPP is concentrated on three main fields which are relevant for world-wide co-operation of the plastics packaging industry:
- Regulatory aspects of the transport of dangerous goods
- International standardization
- Environmental aspects
ICPP-Mission:
"to promote the safe and efficient manufacturing, use and recycling of plastics packaging, e. g. in the fields of international transport of dangerous goods with plastics packaging or in the international standardization of plastics packagings and test methods. ICPP encourages environmentally sound practices in the management of the packaging life cycle"

Membership
ICPP is an international confederation of national or regional associations. Individual manufacturers of plastics packagings of any country in the world can directly join ICPP if there is no national association interested in membership or if such an association does not exist. Members will find in ICPP an organization of international importance and a platform for their international interests.

Activities
The activities of ICPP are concentrated on the world-wide co-operation of manufacturers of plastics packagings for dangerous goods in view of non-restrictive transport conditions.
General
Accredited as observer in the UN-Subcommittee of Experts for the Transport of Dangerous Goods since 1997, ICPP has supported in many cases the interests of its members by
- proposing special regulations if needed
- claiming moderation of existing recommendations if reasonable
- rejecting unnecessary design types and packaging provisions
Examples for activities of ICPP in the UN Sub-Committee
- 1999: ICPP submitted a first proposal to the UN-Subcommittee in 1999, regarding "Pressure relief devices for rigid plastics IBCs and composite IBCs with plastics inner receptacles" which was adopted (see number of document ST/SG/AC.10/C.3/1999/28).
- 2000: ICPP was involved in the controversial discussion about definitions of "routine maintenance, repair and remanufacturing of IBCs". It was on initiative of ICPP (see Bad Homburg meeting) that the interests of the different industrial parties were co-ordinated in a common proposal of the associations CEFIC, ICCR, ICIBCA and ICPP, adopted by the UN-Subcommittee in July 2000 (see number of document ST/SG/AC.10/C.3/2000/14) . The document was taken up in the ADR/RID on 1.1.2003.
- 2002: A similar proposal on the remanufacturing of FIBCs was presented by the associations ICCA, ICCR and ICPP on the UN meeting in July 2002. With some modifications submitted with the additional paper Inf. 64 the proposal on the "Multiple use of flexible IBCs" was adopted by a large majority. The proposed requirements were taken up in the ADR/RID from 1.1.2005. Central part is the new definition for routine maintenance of FIBCs in chapter 1.2.1. (see UN document ST/SG/AC.10/C.3/2002/40).
- 2005/2006: As a member of the IBC Working Group of the UN Sub-Committee ICPP was actively involved in the introduction of a vibration test and the performance of other design type tests.
- 2007/2008: Rebottling / Cross-bottling of IBCs. ICPP submitted substantial proposals to the Correspondence Working Group of the UN Sub-Committee which were taken over by the UN Sub-Committee to amend the Model Regulations.
Further issues - which are still discussed in ICPP - are
- how to deal with the introduction of a vibration test and other design type tests for IBCs
- standardization of the conductivity of IBCs
- round robin tests about the inner pressure of composite IBCs
Structure
The structure of ICPP is laid down in the official Statutes of ICPP, elaborated and signed by the foundation members.
Voting and quorum
Voting and quorum of the ICPP membership is divided in three regions
- Europe, Africa, Middle East
- The Americas
- Asia and Oceania
Each region is entitled to three votes. The holders of these votes are elected by the association(s) of each region. Resolutions will be carried if they receive seven from nine votes of the three regions as per article 5.1 of the Statutes.
Administration
The Association's administration is provided by:
- the General Assembly
- the Board
- the General Secretariat.
1. General Assembly
The General Assembly decides on the:
- validity of the existing Statutes, adoption of new Statutes and dissolution of ICPP
- conditions of membership and structure of ICPP
- determination of rights and duties of the members
2. Board
The Board consists of three representatives appointed by each of the regions. It ensures that the management and activities of ICPP are executed in accordance with the Statutes.
